The upcoming Protect Duty - Martyn's Law - will move public protection from good practice to being legally binding; protection and preparedness to deal with a terrorist attack will become a legal requirement. Martyn's Law is named for Martyn Hett, one of 20 who died at the Manchester Arena Attack. His Mother, Figen Murray, has since campaigned for the law which commits venues to a degree of preparedness for terror attacks and hostile events. History has shown that the types of injuries experienced in terror attacks tend to cause life-threatening catastrophic blood loss. General first aid kits are not designed to treat such severe bleeding. Public testimonies from the Manchester Arena bombing have revealed that if those on the scene had been able to access Bleed Control Kits, injuries would have been treated better; many lives would have potentially been saved.
